What a ranking like this can and cannot tell you

The leaders are the buyers who were early into something that then moved. That is information about timing, which is worth having, and nothing about whether the move continues.

A profitable purchase is also the hardest kind to copy: by definition the price is higher than the one the insider liked.

The list exists to show that insider buying sometimes works, with the receipts attached, rather than to be acted on row by row.
